This bug is currently in progress with our engineering team and should be resolved by end of this week. Currently, if you mark a program/activity "complete" and then set the "current phase" for any targets to something new, it will stick for the remainder of the tracking session. However in the next tracking session (i.e. tomorrow's), it will revert back to the previous phase. We are fixed this issue. In the interim, a workaround that can be used is to add a phase change line to the target from activity tracking session, when putting in phase change line details be sure to set the "next phase". this will stick.
